<title>Chapter 4. Regional and Sectoral Enterprise Competitiveness in the Context of Economic Sustainability and Resilience</title>

<summary type="text">Chapter 4. Regional and Sectoral Enterprise Competitiveness in the Context of Economic Sustainability and Resilience

The research objective of this chapter is to assess the competitiveness of Moldovan enterprises at the mesoeconomic level. The novelty of this work lies in the development of two new composite indices: the Sectoral Enterprise Competitiveness Index, comprising 24 indicators grouped into six pillars, and the Regional Enterprise Competitiveness Index, comprising 26 indicators grouped also into six pillars: Business structure and scale, Entrepreneurial base, and labour engagement, Productivity and resource efficiency, Financial results and profitability, Financial stability and capital structure, and Growth dynamics and intangible potential. The application of these indices to the analysis of regional and sectoral disparities revealed that the business sector in districts near customs checkpoints with the heaviest international freight traffic is the most competitive. In contrast, districts located away from major trade flows face challenges, such as low enterprise productivity and efficiency, and deteriorating infrastructure. The developed indices identify key institutional, structural, technological, and financial barriers. An analysis of enterprise competitiveness by sector of the national economy revealed that the lowest competitiveness was observed among enterprises in Sector D: Electricity, Gas, Steam, and Air Conditioning Supply. During the COVID-19 pandemic lockdown, the competitiveness of enterprises in Sector I: Accommodation and Food Service Activities significantly declined. However, in 2020, the competitiveness of enterprises in Sector N: Public Administration and Defense, Compulsory Social Security increased significantly. Sector J: Information and Communication is one of the most competitive sectors of the national economy, so this chapter proposes tools for enhancing regional resilience through digital transformation.

The purpose of this article is to examine the mechanism for industrial enterprise development in the context of digitalization. A system of key elements is proposed that forms the mechanism for industrial enterprise development in accordance with the Industry 4.0 concept. Distinctive features of the proposed system include characterizing all elements of the mechanism from the perspective of digital technology implementation, as well as describing the areas of transformation, taking into account the specific features and changes that occur with the implementation of digital solutions. The results of the study can be useful in developing industrial enterprise development strategies in accordance with the Industry 4.0 concept. The digital transformation of industrial production enables increased flexibility, productivity, quality, and customer focus, providing enterprises with a competitive advantage. The relevance of this research is determined by modern requirements for the multi-component nature of industrial production, the complex systems used in organizing production processes, and the ever-increasing technological sophistication of modern industrial products. This determines the objective of the study: to identify and scientifically substantiate the key features of organizing industrial production in the context of digitalization. To this end, the following objectives must be achieved: reviewing research on this topic; identifying the key elements of organizing industrial production in the context of digitalization; and developing a sequence for organizing industrial production in the context of digitalization. Successful resolution of these objectives allows us to substantiate the author's hypothesis about the key role and place of a properly developed technology for organizing industrial production in order to meet modern requirements for the digitalization of production. Îmbătrânirea populației constituie una dintre cele mai presante provocări demografice ale secolului XXI, cu efecte directe asupra pieței muncii, sistemelor de pensii și sustenabilității sociale. În acest context, participarea persoanelor vârstnice la activitatea profesională devine un factor esențial al incluziunii active și al valorificării capitalului uman. Scopul acestui studiu este de a analiza și compara participarea persoanelor vârstnice pe piața muncii din Republica Moldova și din statele europene, prin identificarea principalilor determinanți socio-economici, demografici și de sănătate care modelează comportamentele de muncă la vârste înaintate. Analiza se bazează pe date provenite din studiul longitudinal SHARE, completate cu informații furnizate de Biroul Național de Statistică și Eurostat. ************************************************************************************************************************************* Population aging represents one of the most pressing demographic challenges of the 21st century, with direct effects on the labour market, pension systems, and social sustainability. In this context, the participation of older people in professional activity becomes an essential factor in active inclusion and the utilisation of human capital. The purpose of this study is to analyse and compare the participation of older people in the labour market in the Republic of Moldova and in European countries by identifying the main socio-economic, demographic, and health determinants that shape work behaviours in later life. The analysis is based on data from the SHARE longitudinal study, supplemented with information provided by the National Bureau of Statistics and Eurostat. <summary type="text">Indicele dezvoltării umane locale ca instrument de evaluare a potențialului socio-economic teritorial: studiu de caz Raionul Cahul, Republica Moldova

Acest studiu are ca scop dezvoltarea și validarea unui nou instrument de diagnostic teritorial – Indicele Dezvoltării Umane Locale (IDUL) – destinat cuantificării și analizei heterogenității teritoriale la nivelul raionului Cahul. Aplicat celor 37 de unități administrative (UAT) din raion pentru anul de referință 2024, modelul utilizează entropia informațională pentru ponderarea obiectivă a 15 indicatori. Rezultatele indică o ierarhie structurală în care factorii economici (34,4%) și cei de infrastructură (33,5%) sunt predominanți, cu o influență deosebită a investițiilor în drumuri (27,57%) și a veniturilor proprii (14,32%). Valorile IDUL evidențiază disparități teritoriale majore, variind de la 0,687 (municipiul Cahul) la 0,235 (comuna Chioselia Mare). Tipologia realizată confirmă un model polarizant de tip „centru-periferie”, oferind un suport decizional esențial pentru elaborarea de politici publice fundamentate teritorial, capabile să atenueze inegalitățile structurale subnaționale și să ghideze alocarea eficientă a resurselor. ************************************************************************************************************************************* This study aims to develop and validate a new territorial diagnostic tool – the Local Human Development Index (LHDI) – designed to quantify and analyse territorial heterogeneity at the level of the Cahul district. Applied to the 37 administrative-territorial units (ATUs) within the district for the 2024 reference year, the model employs information entropy for the objective weighting of 15 indicators. The findings reveal a structural hierarchy in which economic factors (34,4%) and infrastructure factors (33,5%) are predominant, with a significant influence from road investments (27.57%) and own-source revenues (14,32%). LHDI values highlight major territorial disparities, ranging from 0,687 (Cahul municipality) to 0,235 (Chioselia Mare commune). The developed typology confirms a polarising “center-periphery” model, providing essential decision-making support for the formulation of territorially-grounded public policies capable of mitigating subnational structural inequalities and guiding the efficient allocation of resources.
